Instead of lowest facility, this should be lowest resource facility production x2 (unless this looks at facilities then resources to make the determination).

Looking at the card's code, it does as the text describes. Whichever facility is the lowest produces twice as many resources as it would under standard production.

Lowest Resource isn't part of the description or the effect.
