Tribes Of The East will most likely only be used in babarian decks which means that the next card will ( with a high chance ) be a babarian anyway.

Even if you have >3 barbarians in hand you will basically just receive 1 of each ress since the card itself costs 2 of each.

in other words the card is just a caravan with the possibility of getting nothing with <3 barbarians.

I think the card should be a quick card.

Your English is proper enough for this. ;-)

I don't think it's quite necessary to buff The tribe. I have a Holy Barbarian deck and this how I use the card in general:
In the beginning of the game your stock is quite low. By saving up Barbarians and using the tribe you can gain stock and be guaranteed your next card is Barbarian
Later in game, if all goes fairly well, stock is less of an issue (You have gained Dungeons). You still have to batter your way through (?) the enemy wall. This is something where Barbarions are quite good at, but only if their not allone. For Devastator 1 additional Barbarion means 10 more damage.

Making it quick would give the card the same problems that some people have with the free quick cards (getting something for nothing), which would in this case specificly buff the Barbarians, but I don't think they need it.
A second (more important) reason why it's not a bad card is that the chances of getting a card doesn't depend on rarity with this type of summoning cards (confermation please?) so with Tribes of the east you have a higher chance of getting non-common Barbarians.

in my opinion, we should boost unused cards and make overused card less good

this card is used in nearly every barbarian decks, i dont see a point in boosting it

Yes, it's true - summoning cards ignore the rarity factor. All cards that can be summoned have equal chance of being summoned. I don't think this card needs balancement, though.
