Having Order of the White Lotus affect only part and not all of the numbers would make it even more powerful. I like it in that, whatever win method you are attempting (except Titan), you are likely to eliminate your progress in that aspect as the cost of doing the same to your opponent. Without that inherent (probable) cost, the card is much too powerful.
That being said, there are clearly some methods that are hurt worse than others. Those going for a destruction victory or tower victory would likely make up the change in a few turns seeing as they are likely gaining a good amount of the most-needed stock, or if both are using bricks, were likely already at a stalemate. Those looking to inhibit or gain facilities have it harder when things are balanced out, but should have the cards available to get it done eventually. The hardest hit are those looking for a pure resource victory as those resources likely aren't coming back.
