If no proper price evaluation is done before an item being sold on the market, a long very queue will exist leading to shortage. ;)

This I believe to be true indeed.

Yet I already had it in my hand twice, whithout proper use of it. It has been used agains me, but that wasn't very impresive in that stage of the game (don't recall weither I won or lost that 1). :-)

I also think that the card Order of the white lotus is overpowered. If it only balance the stock, or only the wall, or only the Tower, ore only the Facilities, it would be okay, but now it’s clearly overpowered
This card has to be balanced!

What about a split to weaken its usefulness:
Card A: Building Balancer: Average tower and wall
Card B: Production Balancer: Average facilities and stock
??

Of course it should require something to play this card, be it a cost, or condition, or whatever. To evaluate cost, you should use other similar kinds of cards as the price reference point (eg Return to the Beginning, less useful than the Lotus).

Or simply set a good price tag for this card.

Having Order of the White Lotus affect only part and not all of the numbers would make it even more powerful. I like it in that, whatever win method you are attempting (except Titan), you are likely to eliminate your progress in that aspect as the cost of doing the same to your opponent. Without that inherent (probable) cost, the card is much too powerful.

That being said, there are clearly some methods that are hurt worse than others. Those going for a destruction victory or tower victory would likely make up the change in a few turns seeing as they are likely gaining a good amount of the most-needed stock, or if both are using bricks, were likely already at a stalemate. Those looking to inhibit or gain facilities have it harder when things are balanced out, but should have the cards available to get it done eventually. The hardest hit are those looking for a pure resource victory as those resources likely aren't coming back.

I think splitting its effects is a bad idea. As it is, when you play it you most likely have to sacrifice something to gain something else. I suppose the potential of this card is great but my experience with it has proven the card to be mostly a nuisance. I think simply limiting the amount balanced, like Prince of Thieves limits the stock transferred, would be a better alternative.

Like say You have 20 tower and your opponent has 80 tower, your tower would go up a maximum of 20 and your opponent's would go down a maximum of 20, making your tower 40 and theirs 60.

In my opinion is that a reasonable fix:
Tower: max. 20
Wall: max. 35
Stock: max. 20
Facilities: no max.

IF Order of White Lotus is going to be changed, here's a possible route: you get 40% of everything your opponent gets 60%, something like that.
But so far I think the card is alright.

This card is totally lame and makes games incredibly boring, i don't see why anyone would not use this, i have it in every deck and when you draw it both parts (who ain't clueless) just discards everything and tries to gather as strong a hand as possible since its pointless to try and be offensive/defensive, it also gives the holder of the card a 2nd shot if things doesn't work out for him.

This card can be discarded more easily than other rares, since it requires extra turn to work. Moon priestess and Mediator work on this card very well. Additionally, I played many games where it didn't help (the difference in tower and wall wasn't big enough). Usually, when you take much tower and wall from opponent, you tend to give him lots of resources.
