I think this card could do with a better name. Maybe "Reclaimer" or "Recovery effort" or something along those lines.

I also feel it should work on cards discarded through card effects as well and choose from them randomly, though it should give preference to a card discarded through standard discard action when applicable.

Yes, "reclaimer" is better than "looking in the garbage", now I change it, thanks.
Your suggestion it's good but I like the card the way it is (no random).

I suggested something similar with my Choosers of the Slain card. I find the basic concept of reclaiming your opponents cards interesting but the problem with how you have it now is that it's useless. You can go many games without seeing a card discarded by standard discard action and if your opponent sees this in your hand he's sure not to discard, or at least only discard useless common cards.

The only possible use for this as it is now is as a deterrent to Vulture.

Sorry Xenogeist, I've forgot you have already proposed a similar concept (there are so many concepts that it's impossible to remind them all).
I think that a card like this it's very useful in a brigand deck that force the enemy discard a card (usally a good one but with an high cost).

I agree with Xenogeist. I can't see anyone putting this in their deck in its current state. Since it's common, and since manually discarding cards doesn't happen that often, it's the kind of card that's likely to just pile up in your hand and take up space.

Another problem is that (except in a specific case like vulture), when an opponent does discard a card, it's probably not a good one (I'd guess the most common manually discarded cards are searing flames and purified ashes).

Maybe if it had some secondary effect?
