Could you please explain to me how this card is working?
One can only evoke uncommon cards from deck that are positioned in slots 1-8?
I thought that it would have 15 modes so that all uncommon cards are "evokable" but I may be missing something...

Only positions 1 to 8 are evokable, so you need to take it into account when building your deck.

The ability to swap card positions in deck building by simply draging the cards on each other would come in handy
