This card seems far overpriced to me. I can think of far better things to do with 27 resources.
Even taking into account that this card might cause some keywords to fill and give back a portion of the card price (Soldier, Unliving), the fact that you'd still end up with fewer of the resource than when you started makes the cost not worth it.
I'd suggest a cost around 3/3/3, given its rarity, before I'd consider using it.
