Replace selected card in hand with Telekinetic Steal replace neigboring cards with Fade Bolt and Spell Steal
I'm curious what you believe should happen if you target a neighboring card. It seems to me that, by targeting, the player would be choosing to take Telekinetic steal in place of Fade bolt or Spell steal. But the order of operations as described have the neighboring cards replaced AFTER the targeted replacement, so Telekinetic steal wouldn't appear in the hand afterward.
If the targeted replacement should take precedence, I'd suggest changing the order of events in the card text, or otherwise making the two-step process very clear.
