...Perhaps a minor increase in cost would be prudent. The best outcome is 31 conditional damage out of two cards for 16 recruits, and people can just wait for a second one to arrive in hand in most cases. Compared to Werewolf with the same cost and two possible effects, one of which is 24 guarranteed damage for two cards, and Stone Gargoyle, with double the cost and two modes, the underprice isn't an outrageous one, but exists. A cost of 9 Recruits?

Ah, but consider the likelihood of drawing a second card that's exactly the same! The likelihood gets halved each time you get the same type of card, so in essence, getting a second card is the same as getting an uncommon card. Getting a fourth card like that is almost the same as getting a rare.

Also note that the Quick keyword adds counters to the card: Sniper gets a boost out of it, while Lancer discards all of such cards from the opponent's hand. This card requires hoarding a bit in order to trigger the effect, so the counters are more likely to happen. Besides, that requirement uses up more slots in your hand than other cards, and isn't that cheap to get rid of.
