After a couple design changes, the intended card effect is a safer, less lucrative alternative/addition to Miracle. Some statistics:

Minimum net gain: Miracle - -19 resources; Fallibilis - -3 resources.
Maximum net gain: Miracle - 17 resources; Fallibilis - 12 resources.
Range of gameplay impact: Miracle - 33 Resources; Fallibilis - 18 resources.

Do note Miracle only can have results in the above two extremes, while Fallibilis would offer some variation. Both are more effective the more Holy cards you have, but Miracle can be played in a deck where Holy cards number few while Fallibilis is a dubious choice for the same.
