Could change:

Upgrades rarity of selected Runic
Production: x0
Wall: +N
N = rarity of the replaced card
(C-2, U-4, R-8)

into just:

Upgrades rarity of selected Runic

If you think that the wall bonus might be too good -- although I think that the x0 production balances it out. Since if you have, say, 6/4/5 facilities, then the the total resource cost would effectively be 27 resources for +2-4 wall and a card upgrade (or in the case of selecting a rare card: +8 wall and a card re-roll). And even with starting facilities the cost of the card is 21 resources in total -- so it might even be wise to decrease the fixed cost to 2/2/2 or increase the wall bonuses slightly.

Any thoughts?

Agreed, it seems a tad too expensive right now. There are hardly any Commons that cost 15+ resources, and this one is likely to cost much more, really.
I might even consider reversing the rarities on the wall gain; upgrading Uncommon to Rare (or re-rolling one) is a fairly big advantage. Upgrading a Common to Uncommon is usually less so, thus I think doing so should have at least the same reward.

That's a very good point, thanks! I'll reverse it right away. :)

One thing I'm wondering about is how to deal with the upgrade/re-roll part -- or more specifically, the source of the new card. It ought to be a card from ones' deck, ideally.

it currently states R-2 not R-8...

Yes, because the author updated the card in the 21 months since the prior comment. ;)

This is why I always copy the full text of the card when suggesting a change. Too often someone comments afterward with "LAWL, it's already like that."
