I would want it to be worded in such a way that this could be targeted as a persistent card, though I'm not sure how best to do that. I like that, as it is now, the new position of Karma shift would be unknown to the opponent in a hidden game.

It's a nice card but I don't know if I would put it in a deck: the cards you get are not necessarily from player's deck.

You do get over 2 rare cards on average, and about a 95% chance of at least one (other than Karma shift). All you need is one useful card in the hand you receive, and then you can play Karma shift again. I can see it being really nice in zero-cost or resource-generating decks.

Agreed. The fact that you can continuously recycle bad draws makes this quite appealing. You're likely to draw something you can use, be it defensive, offensive, or stock-adjusting.
