Legend keyword on this card would be another Nature buff. In that case I'd make its cost 16G/10R.

kirin was one of the original 4 cardinal gods with Seiryu, Genbu and Suzaku. the myth changend traveling from China to Japan, so we have Byakko in place of Kirin. So I don't want to give it the legend keyword because the other gods do not have it.
