Why don't we make persistant a keyword?

Two reasons that I can see. One is that being Persistent doesn't function the same way for all cards, and you can't have cards select a position for keyword effect, it's something that has to be part of the card effect. The second reason is that cards are now capped at four keywords, and some of the cards that had to be retooled to fit this had their persistence rolled into card effect text in place of being Durable.
