When Horde keyword was announced, my first thought was about this card and its firepower.
There is full list of cards that can be summoned by Revolt at this moment (cards that will be changed are written in italic):

Common: Angry mob, Conscript, Dark warrior, Elite orc, Goblin flanker, Goblin intruder, Goblin saboteur.
Uncommon: Conscript army, Dark templar, Desert traveler, Enforcer, Gate guardian, Giant, Goblin regiment, Hectic offensive, Locust swarm, Mercenaries, Orc Regiment, Reserve forces, Troll bridge.

That's already pretty poor card pool, and with Horde keyword it will lose almost all real damage sources (except Giant and Reserve forces).

My suggestions:
1) Remove "non-rare" condition. War preparations - a common - can give you a rare but this one can't, and it's strange.
2) Introduce some common keywordless attack cards.
3) (optional) Reword Witcher - now it can't be found with "rare, no keyword, no support keyword, attack" filters.

With these changes summon list would be like this:

Common: Angry mob, Conscript, Dark warrior. (something else)
Uncommon: Conscript army, Dark templar, Desert traveler, Enforcer, Giant, Hectic offensive, Locust swarm, Mercenaries, Reserve forces.
Rare: Death pact, Devil, Genie, Governour. (Witcher)

It can summon rares, and it does like 2-3 at the time.
War preparation rare summoning chance is quite slim.
Revolt on the other hand would give you 1-2 governors.

We have 24 keywordless attack cards with no support keyword. 4 of these are rare ones, so, considering that summoners have equal chances to draw any card available to summon, it's 1/6 = ~16.6%, that's actually higher than regular chance to draw a rare. Same with Call of the wilds - 34 Beasts, 9 rares, ~26.5% chance to summon a rare.
The only one problem I can see in this pool is Devil with -50 stock.

I tried this card and met it against myself some times, and I must say that +20 recruits is TOO much for a zero-cost uncommon. It should be +8-10, or card shouldn't be zero-cost.

I agree. Whole-heartedly. The card is OP. Ask Coolis, he knows, he uses every time I'm kicking his ass.
