I have played this game on and off for a couple of years and as far as i can tell during that time game balance have slowly but steadily grown in the same direction. commons and uncommons are getting slowly stronger and stronger, both defensively and offensively. Rare cards have not been following the same development, they don't fit the newer system where cards come in more obvious decks and synergies with each other for greater effects, partly because they can't be relied on (some exceptions).

Apart from all this rambling my main point is that the gap between Uncommon and Rare cards have shrunk a lot. In some cases you are better off drawing from your uncommons than your rares and its no longer a big "woop!" when you get a rare.

I'm not sure I agree. Cards like Return to the Beginning, New Era, Danai Present, Order of the White Lotus, Evolution, Micramix, etc. all have the power to drastically reshape the game in a way that no uncommons really can. No uncommons can match the sheer power of Dragon Squadron, Leviathan, Arthoria, All Elemental Attack, or Phoenix.

There are still definitely some sucky rares *cough Elven Army* that need to be buffed *cough cough Death Pact* *cough Magic Maelstrom*.

Wait, what's wrong with death pact? I've won many games simply by drawing this card and playing it the next turn. I think it's a great finishing card for practically any deck.

The other rares you mentioned I can agree with, although I haven't drawn the new elven army enough times to really get a good feel for it.

Order of the White Lotus is also pretty good, although a few restrictions need to apply to it if it's gonna be a 0-cost balancing card

I am not sure how the game was 2 years ago as I was not here, but we surely need more rares. Merely looking at the stats you can see that we have 135 rares and 247 (almost twice) uncommons. Even commons are fewer than uncommons (216).

Maybe some powerful uncommons, like Ice Queen and others, with a little strengthening and/or modifying could well be promoted to rares.

Even ignoring the damage it does to your own tower and wall (which are obviously considerable), the attack to resources ratio isn't even anything to write home about. Compare it to attack rares of a similar cost (Alucard, Rainbow Dragon, Ocean Queen) and it barely keeps up with them, despite its extreme detrimental side effects.

But those cards will only do ~70 dmg if you have the right deck, death pact will work with any deck regardless of keyword. The only special condition you need is to be above 20 tower as long as you use it as a final 'kill' card. I'm not saying it's the greatest rare ever, but I still put it in most of my decks, because in many circumstances it can easily win you a game, and you can use it in almost any deck. And having more potential kill/finisher cards is always a better option than less. I just don't think it really needs any extra buffs.
I do agree that some of the other rares could still use a little buff, but most are fine as they are now.
