In a restoration deck, and after the +6 stock its very probable that you will have higher stock than your opponent. Anyway the way it is now it is very weak for a rare

Maybe the reason cards like prosperity and Baron's keep are so high in the statistics because they can be used in any deck and not because they are not balanced(I don't know how statistics are calculated)

A possible suggestion is to lower the bonus stock and raise the normal gain (as Lord Ornlu already suggested):
Stock +9
Player(s) with lower stock gets stock +5.

Yes, that's a very good point. There are basically three factors that can inflate a card's standings in the statistics section, without being a reflection of 'overpoweredness':

1) As you mentioned, being widely useful in a large variety of decks, such as prosperity and baron's keep. Death Wave, possibly the most powerful common in the game, is ranked 110 among commons, because it's only useful in a very specific kind of deck.

2) Being suitable to play multiple times in a game. No-one would argue that Orc Regiment is underpowered (it wins a ton of games, after all), but it's ranked 108 among uncommons, because it's a very expensive card, and playing it usually ends the game. On the other hand, cheap cards like Fairy and Pegasus are going to get played almost every time they're drawn.

3) Being easier to acquire than other cards of equal rarity. This applies to Prosperity, and all other restoration cards because of the common School of Restoration cards. This is also true of rare Nature cards because of the keyword effect.

It's for these reasons that I caution against blindly using the statistics section as a proxy for overpoweredness (or underpoweredness). Though, obviously, the statistics section is still immensely useful and interesting.

Anyways, in this case, I agree that Prosperity has been nerfed far too much.

How about if the bonus stock is applied before the fixed one?

[Progressor: Removed redundant quotation]

Yes, this way it makes much more sense.

It could also be:
if stock<enemy stock
stock +6
always
stock +6
so that your opponent won't benefit

This card is now changing its condition like that was with Magic Sanctuary.
You have 10/10/10, your enemy - 12/12/12. If you play Prosperity, you'll get +6 stock, then condition will be checked and your enemy will get +6 stock aswell, because you'll have 16/16/16, and enemy stock will remain the same 12/12/12.
Was that intentional or that's bug?

It's executed the same way as stated on the card, so yes - it's intentional.

Currenly its 2 overpowered card +12 stock is imba its equals 36 resources
even plain salvation has only 25 bricks. I would say +8-9 would be more sensible
Lord_Earthfire on 17:52, 9. Jan, 2012
1. plan of salvation is more powerfull than this card because of 2 circumstances:
1. It replaces your hand with wall+ cards, which is perfect for defensive decks
2. prosperity is conditional, meaning that you need less stock for your enemy, against fast offensive decks, this is quite impossible.

2. Currently, this is one worst rare recource gainer, because of its condition.
1.When you have more recources than your enemy, this card does even give less stock than Waelth (http://arcomage.net/?location=Cards_details&card=129).
If the condition is fullfilled, you gain 36 recources, lets compare it with other conditional rare reource-cards:
-Ancient Sage: With fullilled contions, this card adds 15 stock at normal condition while draining 10 => -30 + (5 times # facilitys): better with 16 facilitys (which is quite easy to achieve if you play the right deck type)
But: Nature-Keyword, making it easy to be summoned

-darkforge: -27+(10 times #Dungeon) (6 Dungeon) garantued recources, with alliance keyword even more -27+(20 times #Dungeon) (3 Dungeon), this card is far superior than prosperity.

-Angel: +3 Stock for every holy? (4 Holy required) we need nothing to say, this one is far better

-Infinite weapon works: +20 recruits per round for the loss of your production...
This card would be the one you should want to have in fast decks instead of prosperity

-Clay Valley: +38 unconditional recource gain...

-Alastor flame of heaven: +25 recources + Banish +1 Magic, even for its high cost it is still better to consider than prosperity

-Magic Maelstrom: +2 Magic +29 gems for 1 Dungeon or Quarry, since this card has no drawback condition like prosperity and gems are needed in many decks, it is still better.

-Princess of Elves: A rare that gives 10 recources and summons another rare? Nothing to say here.

All in all i would say that Prosperity is only usefull in decks where you play fast, and even in rusher decks you would more like to have infinite weapon works or Darkforge. You would be even don't bother to give your enemy stock, so you would even then consider to use wealth, which is a common. I think this card even needs a buff when the condition is not fullfilled.
