I think lower the cost. With this high cost you could swap the whole of opponent's deck :P

Perhaps 8 of each would suffice?

I took Intrigue as reference for the cost. I believe this card is significantly better since you have certainty about your opponents next draw.

If this card should be cheaper, Intrigue should too.
