"Legend - there is a 25% chance that one of your facilities (lowest) will be raised by one. When there are more candidates, it is resolved randomly."
How come Legend's keyword effect can be triggered by counting the played one? While other keywords can't?
One may say there exist only 3 Legend cards in total, but:
Any 2 Legend cards (include the played card) have 50% chance to trigger keyword effect, when it happens, it worth at least 10 resources (+1 Quarry costs 10 resources in total)
Now if we look at keyword such as
"Mage - there is a 8% chance for each Mage card in hand (not counting the played one) that half of the gems cost will be returned."
Even with all Mage cards on hand you can have a max of 8% * 7 = 56& of getting MAX of 13 gems back (by playing a rare mage card Luna or Archmage that costs 25 gems)
In my opinion it's also easier to obtain & maintain 2 Legend cards on hand relative to holding 8 Mage cards
I'm suggesting to reduce the % for Legend to trigger it's keyword effect. Maybe 20% per card or even 15%.
