Tubular bells do the same job but with stock penalty if #facilities>#enemy facilities. I don't think this card is necessary. It only makes "tubular bells" to have more chances of appearing in one's hand if he has both these cards in his deck

This card is only fired when you have less facilities.

This card has the opposite condition and doesn't drop the Stock.

Strong? Ignoring the nature keyword, this card is strictly worse than Tubular Bells.
