It would make for an interesting alternative win condition. Either against thieves or of your own accord with stock reducing cards.

...and who wouldn't want to see Alf get eaten by cats?

Blasphemy! This is the best illustration ever.

As for the card itself, it's a very cool idea. I do like cards that spur people on to make new deck types. It seems like it could be a bit overpowered, but it's hard to say without having seen it in action.

It's not difficult to have fewer than 10 resources by your own doing, especially early in the match. (I'm assuming by the use of the words "total stock" that resources are what is meant.)

perhaps make it if stock < 1 then instant victory instead of 10. that would be interesting especially when the enemy keeps ur resources down and his victory seems close

Getting 0 stock on your turn is extremely difficult to do without your opponent's help, and surely he wouldn't be stupid enough to play too many resource draining cards if he saw you had this in your hand. It would be possible with cards like difficult times, new era, all-elemental attack, plague, and militia, but still, it seems like it would be quite tricky.
