With the nature keyword, the illusion keyword, and summoning cards like druid, scepter of summoning, mysterious egg, etc., getting a rare to fuel your legends is super-easy. But yeah, I do think legends are overpowered. On the other hand, I think the cost of other facility-increasing cards is a bit too high. In this case, you have a rare card where the cost per facility is MORE than the cost per facility of uncommons (and I don't just mean legends, I'm talking about cards like quarry, apprentice, curse etc.).
Compare this card to tubular bells. It's strictly worse! There is pretty much no situation imaginable where tubular bells isn't better than this card (ignoring some very specific corner cases, like your opponent having mediator or something).

The drawback to the bells is that they're a rare, and therefore harder to get. Maybe it's overpriced, but compare to Merchant ship (9 of each for +1 facility and lowest facility production x3).

Oh my bad, I thought this was a rare, not an uncommon. Anyways, it may be better than merchant ship, but that's not saying much. Merchant ship is a horrible card.
As an uncommon, I still think this card costs too much. If you want to compare it to another uncommon, compare it to curse, not merchant ship. Curse does twice as much for the same number of resources. It's harder to play because it's all one type, but still, the discrepancy is huge.

I agree that Merchant ship isn't very strong (sorry Fithz) but you can't deny that this is better than Merchant ship. Because Merchant ship made the cut, I felt it was an appropriate benchmark. If the cost were to be reduced however, I wouldn't mind that either. :)

yes, Merchant Ship it's not so good, maybe it should be Alliance. (anyway M.S. it's a concept of Xenogeist, not mine). I like this card and i think the price (15/15/15) is fair. but it's useless if legends have that ridiculos power.

Since Legends are so overpowered why not just raise the number of necessary rare cards on hand up to two ?

then the legend keyword would never be activated. I think the way Legend is right now is just fine. Just 1 facility +1 is not such an overpowered effect

(Lord Ornlu: When Sundancer made that post back in January, the Legend effect increased all three facilities by one. It has since been changed to one random facility.)
