Compared to Scepter of Summoning (cost:15g), this card is ridiculously expensive at 12b 12g -10stock. Even if you play it when you have exactly 12b 12g 0r (and thus completely avoid the stock reduction), it's still more costly than the existing card for the same effect.

Also, for both similarly-named cards, it should be "Altar" rather than "Alter"

Or you could rename it Charity alter, in which case the spelling would be fine as is.

I agree the quick part of the card is rather overpriced as it is now.

Ah, right, I was ignoring the Quick aspect. I suppose the focus was to create a situation where you could draw a Rare and play it on the same turn, normally impossible after Quick/Swift.
