Even though it may not look it, I think this would be pretty overpowered. At the very least, you basically get to take off 2 wall and 2 stock (which means you're basically reducing his production to 1 per turn) from your opponent every turn at the cost of just 2 gems (and 0 turns). But it gets much much worse when you imagine combining it with other quick/swift cards. Imagine:

Hurricane, Hurricane, Renewal, Hurricane Hurricane, Halfling Rogue, Hurricane, Hurricane...

Regarding this example, I'd point out that it requires you to have three Hurricanes on hand (which isn't terribly unlikely given that it's Common). Playing it twice would cause Wind to be drawn instead. Add those Wind cards on to the chain as desired.

Assuming only one Hurricane, the likely order of play isn't any less threatening:
Hurricane, Renewal, Hurricane, Halfling Rogue, Hurricane, Hurricane, Wind, other Quick/Swift cards that have since been drawn...

Ah, you're right, I misread the card text. Still, it's basically a negative-cost, durable, quick card, which makes it very scary.

do you think that maybe increasing the cost to 1/1/0 would be more balanced?
