I quite like this idea. The Cultists/Earth Elemental/Soul Cleaver cards were pretty unpopular until Last Order. Likewise with Wishing Lagoon (though Orc Regiment was at least moderately popular before it). I like that this card might make it worthwhile to use Earth Eater/Enforcer/etc. while still having some trade-off (versatility vs. costing an extra turn and some resources).
