If I were the opponent of this card and I got it I'd simply discard it once I got it.

True, thats why the effect with the 4+ Rats probably won't ever happen.

But what if you choose to discard a opponents card so your opponent has 2 rats in hand?
If he just gets one more Rat by random he will surey loose.
