This is not really a bug, but I didnt know where else to ask this.

So to my question. "If not New and matching card in enemy hand is New Enemy tower: -10 else Enemy tower: -3"

I know that to make the enemy tower go -10 the card can't be new, but what about if u just want it to do -3 tower damage? Does it still do the -3 tower damage if it's new, or does it have to be not new for it to even apply the tower damage?

If the condition is satisfied then it does 10 tower damage. In all other cases it does 3 tower damage. It's a simple if-then-else card. I don't quite get the dilemma here.

He intends to play this card when it is new so it does just 3dmg instead of 10 and therefore he wanted to know if Trigger Trap with New flag does 3dmg or if just nothing happens.

The "If" condition includes both the enemy card being new and Trigger trap itself being not new, so by all logic, yes, you can play it when it itself is new and deal the three tower damage. There are no conditions wherein it will do nothing -- you will always apply at least the three points of tower damage.

Okay, thanks for the answers. I think I got it now.
I was just making sure that I wouldnt waste a round doing nothing.
