Let me try to explain it in another way, step by step.

1. Do you think such kinds of cost evaluation are appropriate:
Cost of a more powerful card < Cost of a less powerful card

2. Do you think all zero-cost cards (of the same kind) really are less powerful or have less values than *all* cards (of the same kind) which have at least some costs?

Hopefully you will see what problems I'm talking about.

To above:

No & no, I never said zero cost cards are less powerful or vice versa O_O They serve different purpose
But the definition of 'powerful' card is ambiguous, unless you can compare two cards of same rarity that one provides the same + extra function, or exact same function but one with less cost, it's hard to exam which card is more powerful

I find no problem with 0 cast cards in general, and there's only two cards that really imbalance the game so much that I think they should be changed, Order of the White Lotus, and Prince of Thieves.

No cost cards have their place. The only no cost card I think is 'overpowered' in the sense that it should actually cost something, is pegasus, because it is the only first turn card that can open a game ending possibility on the first turn (free gems + play again). A pegasus and a fairy or an angel (cards specifically built to not be able to play on the opening turn) allows a player to come up with a power card and end the game.

Pegasus is a quick card so it's not the same as play again of Swift, but the gems bonus is still pretty big.
Make it a non-quick or reduce the gems bonus would greatly nerf it.
Or Pegasus can be reworked and become a Legend card in the future with a twisted function.

In case if people get it wrong, I have no problems with zero-cost cards in general. As I said, most are not way overpowered to cause serious problems.

What I'm trying to say is somewhat different.

Hey, we're way off-topic, we should open a new thread for zero-cost cards if we want to discuss further (I will do first. Hehe...). Stay on topic now. ;)

So far very few discussed the original topic. So what is your best rare card in your opinion? Don't just mention the "way overpowered" ones. More comments on different cards please. ;)

Lady Ellena (1R) attack 2, R+1
Volunteer (zero) attack 1

Seriously Lady Ellena makes volunteer obsolete ;)

PS: One may argue since volunteer can be played with no recruit so it's wrong. Well think again. (Hint: think about real situations, pal). PM me if you still don't get it.

not true, Volunteer is playable when you have no recruit, Lady can't
so the extra damage different of lady is to reflect in the potential chance of not being playable
