Funny idea. good when you have many facilities. and it increases the probability to recive an uncommon/rare.

It is impossible to draw a rare after quick or swift card. So, it increases only the chance for uncommon.

Is it possible to make a swift/quick that summons a rare (something like "next card will be a rare")? how the game will react to such a card?

To Fithz Hood: Card summoning overrides keyword effects.
To Typ81: It would be nice if you can provide the card picture as well, but it's not mandatory.

Doesn't this card feel a bit too good? Myself i feel like it would be in almost any deck to increase chances of other cards and if you increased any facility it also improves stock with no drawbacks.. maybe increasing cot to 4/4/4? or even 5? feels like there is no others swift common cards for good reasons.

It has drawbacks. You won't always start your turn with 3 of each resource, and there are cards that punish your opponent if Quick and/or Swift cards were used.
