Wind has the designed drawback of granting you a card with a high chance of being useless to you and your deck strategy, especially if most of your deck focuses on certain keywords. Poorly Laid Foundations as proposed is more comparable to Pegasus, a Quick Uncommon card with absolutely no drawbacks to playing it. Additionally, Tower attack is more valuable than standard attack or wall damage.
There was a time when the Quick Common cards weren't balanced the way they are now. There was every reason to include them in every deck because doing so was a way to effectively eliminate those Common slots from your deck, giving you a free chance to draw an Uncommon or Rare in its place while chipping a little at your opponent. The game is better now for the changes made to them (irregular draw, reducing your own stock, etc.). My concern is that this proposal is presently too attractive -- there is no reason not to use it.
