I think this card is underpowered. 10 tower for 10/10/10?. And this is a rare card.

Proly has to do with it's quickness. I looked suprised just a moment ago, but it might have it's charm if you're lucky enough to summon it with Volunteer. (Though -10 might be a lil to rude indeed.)

It could be useful if you have very low stock anyway, or if your one important resource is in the single-digits, but I agree, there are other cards that can increase your tower by more and for less under normal circumstances. It's not even useful after Danai Present as you would just have received ten stock.

Make it Uncommon if it's meant to be used in times that you have less than ten stock, otherwise decrease its penalty to keep it Rare.

and what you think about new concept

The quick-part was the most interesting of the card, so Id like it better if it gave less tower / wall, but more quickly.
