This card is SO under powered it costs 30 resources for Dungeon +2 and summon a rare Beast now that would be OK even 5 resources lacking for a uncommon but for a rare thats 15 resources per Facility where Crystal cavern costs half as much per Facility whats worse it can summon a itself even when we compare to a uncommon like Beast farm this card looks really weak

Under-powered is not the right word, but what you address is correct. Many old Beast and Horde rares suffer from the nerfs to the keywords and the power creep, as well as the new semi-standard, of new cards.

How about adding Recruits prod x2? You'll get all those recruits back by triggering Beast token by it.
Although I still want to get my Call of the wilds back…

That would be interesting another way would be to reduce the total cost to 20
