I think that the 35g35r cost for 110 attack is appropriate for a Rare card. If it used bricks in place of one of the two, it would be easier to play. But you're unlikely to have a wealth of both gems and recruits unless you're playing mostly defensively. I guess you could reduce the damage to 100 so its damage/cost ratio is under 150%, given that it IS a split cost, but I wouldn't change it overly much.
That's looking at it objectively, though. Someone who can examine it from the standpoint of a Dragon deck should give their opinion.
