The damage/cost ratio seemed more in line for Rares. The cost increase you made (46r now) fixes that.
But I don't have a Horde deck, so I'm really not the best judge. I would expect a Horde player to be starved for recruits, so it's probably difficult to play it for more than 60 damage. But by itself, in a deck that focuses on gems or bricks, it could have been rather deadly. I've done this in past decks using
Orc regiment.
(Comparatively, both your card and Orc regiment are now at about 3/4 for their cost/damage ratio when used alone, which is why I think the new cost is more appropriate.)
