I dont see a reason why would you ever pick this rare card if you can just pick Ocean queen why would you ever pay 8/8/8 and a turn for it? i think the card should be uncommon or am i not seeing something here?

Because of the condition of the Ocean Queen (+50 attack). It's a great combo and it is balanced at the same time.

I don't know. I feel that if Water ritual existed, we would need to nerf Ocean queen's damage. Right now, she's balanced for the effort (or luck) it takes to create the optimal scenario.
