I though about it and i feel that it is more fitting as a uncommon becouse well there are plenty of cards that you want as a rare at a build or titan deck that either uses Bricks or any of other resources but not so much for uncommon cards there is a few Recruits only tower + cards a Quarry increasing Recruits and a Wall + gems only but with a very bad resource to Wall ratio so this card has higher value to the game as a uncommon
