Strictly speaking, hardly any card has absolutely no use in ANY situation.
Extremely speaking cards like Volunteer and Wealth can be useful. For example, if you have no resource at all, you can still use Volunteer to launch attack. If you are in emergency, Wealth helps to boost your stock (even though your enemy gains more).
If you agree that resource accumulation is more difficult than destruction/construction, why try to win the hard way? If there are better options available, why not pick a better one? These are what make those cards practically useless.
But if you think resource accumulation is competitive (it may be more competitive now, unsure), then they would be okay.
BTW they are classified as "very bad", not "the worst".
