I really like the whole concept.

From your deck, I hope. As it's stated now, it seems it could summon any card of higher rarity.

Reading the note, I guess this is intended for decks that simply rely on Rares, so I guess perhaps it's intended the way it's currently written.

I also assume that matching a Rare would summon Rare as well.

I don't really know what would be better. Generally I don't see much difference if it's from own deck or any deck, but given that the sceptres use your deck, I suppose it makes sense to summon from own deck. And yes, of course, there is nothing higher than rare :)

A rare from your deck is better in 95% cases.
