Agreed that Durable will always work, regardless of card conditions.
I'm not sure I agree that Production x2 is too weak for this, however, since there's absolutely no way of stopping the player from using it every round. Right now, it's like Bank, except that Bank is useless in the early game and incredible in the late game. It's clear that the idea for this is to be immediately useful but bad for the late game (should the limitation be modified to actually work). I don't think making triple production every turn after the first possible is a good idea.
A good fix would be to choose a card to replace with either itself or a Common from your deck as per the given conditions. That way, it becomes a better card even at Production x2 because you're also cycling your hand, and there's no Durable to override card effect while still being Banishable.
