Very cool, very unique. Perhaps too expensive, though. At 17/17/17 (and more of one resource) and Rare, I'd expect the effect to be closer to a match ender. Right now, the more effective it is (say, 8 Quarry, so the effect is Quarry: +8), the more likely you are to have that resource at a high value (bricks in this case) and being reduced beyond the amount you'll end the turn with (16 in my example).
Granted, you're potentially setting up one or both keyword triggers, which also has value, but I think the cost could stand to be toned down. Maybe 12/12/12 so the opponent still has a fighting chance of delaying it by reducing the other resources.
It should also be considered that summoning this card via its keyword, it will end up in hands where the player shouldn't be expected to have more than 3 or 4 as a max facility, and Facility: +4, while useful, just isn't worth 17+ stock.
