This concept will never trigger Siege keyword, because it works only as additional damage.

But gameplay-wise Siege keyword on this concept has no sense. You even can't summon it (only with Draft, I guess), because there is no Siege summoner.

There are cards that require to have Siege keywords on other cards in hand, so it's not entirely useless.

There are also many non-recruit cost horde cards out there. So i see no reason why this card should not have siege keyword when some cards needs siege cards to trigger their effect.

Horde cards need neighbouring Horde, plus there is a Horde summoner, so I don't see any problems with that. The thing is, all three Siege support keyword cards are defensive with direct tower damage. So why should I pick relatively expensive, non-reliable discarder without any attack in direct tower damage deck, when I have Perfect shot, Fireball, Marauder, Orc brute and Sea serpent? Okay, I could use it in another deck, assyming it can discard a rare with 50% chance, but in that case this Siege keyword is completely gimmicky.
Again, there are cards like non-Burning Immolation and Volcano and non-Aqua Tidal wave, so why a cataput can't be non-Siege? :)

But still, why not? There are no siege summoners, so you will not draw this thing. I could understand if soldier keyword would be an issue. Also this one would be the only common selectable discarder. Albeit with 50% chance penalty. Which could be even 33% I think.
