I like it, you should give it Horde keyword to make it easier to summon. well, still there isn't a rare Horde summoner...
anyway with the keyword it could be useful to discard zero cost rares.

Yeah, I'd have to agree that the pair of discards this concept optimally grants would be its primary appeal.

In that case you might want to consider "highest recruits cost Horde card" instead (so that you don't end up with Troll Bridge ruining everything. But I suppose that's more of a balance issue.
