It think for such a cost this one should at least disallow drawing a rare. Almost noone uses this. Lich, mediator, moon priestess and others are much better.

I must agree. Comparing to Lich, 2 stock more cost is well worth getting a Rare undead card as an added effect. (And yes, it will almost always be a rare.)

Especially, when considering, that lich can trigger/push undead keyword... making it even less expensive, than intrigue ;-)
...also mediator does a better job, as Damalycus already stated :-/
