This is almost an instant resource victory for any Facility building deck.
Even from your basic 3/3/3, it's 150 resources (-15 cost), a notable portion of the way to resource victory..

We had the same discussion about my enforced recruitment concept (just the same with other numbers and working for only yourself: http://arcomage.net/?location=Concepts_details&current_concept=884)

All in all, it has to be said that this card would be one of the few recource finisher in the game, i like this concept even more than my own, because its affecting both player, making a counter strike possible.

the point of this card is that you need to make it finish the game, else, you have just 1/1/1 facilitys (everyone who plays against plague sometimes knows what i mean). And then, a recource victory will be very hard

What do you think would be better?

1:cap at certain amount of resources - for example 200(all excess facilities go to waste)

2:cap facility minus - for example facilities reduced by 3

In resource deck 2nd option is more devastating for your enemy than 1st, like playing plague twice, with advantage of facilities.
With second option, if you lower everything to 1/1/1 and your enemy plays tornado, master of past, anomaly sphere - you are quite done.

also I'll lower resource gain to 21
