Given that you can summon a Rare from your deck by playing
an Uncommon for only 15 gems, this seems unnecessarily reckless.
If you only took Rares with a low cost (there are presently exactly 15 that are 0-cost), this concept could prove useful, but it would still be inferior to Scepter of summoning. I'd say to drop the cost to a single resource. I fear that making it 0-cost would make it synergize with 0-cost decks too well.
