A smart opponent will leave a weak card across from it.
Should your opponent have this in hand and you draw a card to another slot that he will want to discard, you have three turns to use it. He has to spend one turn paying to reposition it, another waiting for the New tag to time out, and then the third the play it for the discard effect.
I actually find that it sits on hand unused more often than it is applied for the discard effect. It makes a good deterrent, much like other cards that rely on the matching card for their effects.
