Since this card can be played without any loss, it would reintroduce the former 0-cost Quick problem that had to be adjusted out of the game. Every deck would take this card to freely exchange a Common deck slot for a chance to draw an Uncommon.
Additionally, since this can really mess with the opponent's strategy by giving cards the New tag and changing what cards are matching specific cards in your hand, it probably shouldn't be Common. Making it an Uncommon so it isn't seen as often and leaving it a 0-cost Quick would probably work out, though I acknowledge it would probably be regarded as inferior to other Uncommon choices.
