Since this card can be played without any loss, it would reintroduce the former 0-cost Quick problem that had to be adjusted out of the game. Every deck would take this card to freely exchange a Common deck slot for a chance to draw an Uncommon.

Additionally, since this can really mess with the opponent's strategy by giving cards the New tag and changing what cards are matching specific cards in your hand, it probably shouldn't be Common. Making it an Uncommon so it isn't seen as often and leaving it a 0-cost Quick would probably work out, though I acknowledge it would probably be regarded as inferior to other Uncommon choices.

Made it into uncommon with a bit different rules

The latter would end up generating a lengthy discard list that, in a Hidden game, tells the opponent what all of those cards are and where they are in the hand by examining their order. Considering that, it's probably best to avoid such.
