Cards like Banshee are OP only when there is a way to summon them with guarantee. Like old Zealot with average N=11 and two specific supporting cards - Heresy and Death before dishonor. Another example is Master thief as he is now - because of Pirate bay and Corsairs which summon him very often.
Banshee is strong, but not OP by any means.

This is an uncommon low-casting cost game-ender. It is OP and should be balanced.

It deals a maximum of 36 damage for 18 resources, drawing from a resource pool shared by the other cards you must have in your deck if you want it to deal reasonable damage. With a typical Undead hand you can expect it to deal around 28 damage. It's hardly the definitive game-ender you describe. There are several Uncommons that deal much more under easier conditions.

It's on par with Keeper of souls (average N = 9, 31-36 attack for 16g/1r), Zealot (31 attack for 11g/15r or 11g/7r), Wolf raiders (21-38 attack for 9r, depending on cards in hand and token counter) and Sea monster (potentially 38 attack for 10r). Okay, maybe Banshee is slightly stronger because of Undead token effect, but it's not a problem at all.
