It's a good concept but too easily achieved.
also it should include persistent cards, imho

i would make it like this: player who has X durable cards more than his opponent. X= insert your number here

You might be right, but what I like about it being Durable-only is that it's hard to get new cards when there are a lot of durables in your hand since they just summon themselves. Persistent on the other hand moves around, allowing card turnover.

i see your point about persistent. i agree then

but 1 durable more is still too easy.

war preparations common durable zero cost. you can have several of those at the very start + halfling multiply them

You don't want to use the word "gains" when the target is actually losing amounts. The words "loses" or "suffers" would be better.
