I like the idea, but if you check the advanced filter you will find out that there are only 7 facilty+ cards. you probably want to include also quarry+, magic+ and dungeon+ cards (and you will still miss cards like white temple, dwarven forge...)

By facility cards i meant exactly those quarry dungeon and magic ones
should i change the card text accordingly?

at VERY unprobable rate it would be -2 facilities

I'll modify it to exclude commons

and by the way :) you would have the means to repair the damage done

I'm thinking more about the cards that may conditionally increase facilities. That this would punish for having Titan's Head or Titan's Heart on hand, even while failing the conditions that could increase Magic or Quarry, seems excessive.

Cool. That change effectively addressed my concerns.

It can still be played on the first turn, but it's less likely to shut someone down from the get-go.
