I feel it's important to ask what happens when the player has selected only one or two token counters. Depending how this is coded, it could have widely different effects from what one might assume.

Reading it as an order of operations, it seems that selecting one counter would increase it by +90, probably not an intended result, and selecting two would result in a +10 / +80 split, also probably not intended.

Should this card only give the effect if three are set? Otherwise, the effects need to be spelled out.

Veteran players will know this, but I'll add it anyway. Since the introduction of Far sight as well as cards that steal tokens, it is tactical to avoid setting token counters that the player isn't likely to see trigger. Some of my decks have fewer than three counters set by design, so this situation is not hypothetical.

No, it should give all three token increases even if you have one or two token counters. It was intended.
The only part I'm not sure about is its cost. Maybe I should raise it... but this card can't trigger token effects.

I actually sort of like this as it's written, with the possibility of giving all its effect to one or two keywords. I think it would still be balanced. Are there any keyword effects that are worth much more than 2/2/2 and a UC? Maybe mage? But we're talking a 2/2/2 UC and another turn spent playing a mage card (with its own cost) vs. a 6/6 UC that takes effect in one turn. And even then, you have to deal with the possibility of getting Mage's weakened keyword effect, or overflowing your tokens. Some might point to titan rather than mage, but I think Titan worshipper and UC's that can clone Titan worshipper/completion ritual are more valuable, for only a marginally higher cost.

If anything, my inclination would be to make this card a little better. Maybe even 20/40/60 or something. That way you give a little bit of edge to players who are spreading the gain out over multiple keywords, while still making it reasonably appealing for single keyword decks.

I'm worrying about Alliance and Titan keywords - Mage in less grade, because there are already some cards which increase Mage tokens. You need 3 turns with full Alliance hand to trigger keyword effect, and with that you can trigger it faster. And you need only one Alliance card - Stilshrine of Miriam or, say, Elven market (this one will eat standard production with its effect, but you'll still get something like 9 stock). Same with Titan keyword - you'll be able to trigger it in 2 turns.

20/40/60 is reasonable, I guess.
